Ian joined the Australia Public Service Commission (APSC) in January 2011 as the Chief Human Capital Officer.
He is currently responsible for the Strategic Centre for Leadership, Learning & Development which has been funded to refresh the leadership capability framework and the talent development processes required to build a stronger pipeline of senior executives within the Australian Public Service (APS).He has also been tasked to lead initiatives which promote collaboration across the APS to build its collective workforce planning capability and outcomes leveraging existing agency best practice.
Ian is also responsible for the APSC’s workforce research and development program including the production of the annual APS “State of the Service” report and other research projects.
Ian started his career in the justice sector including delivery and policy lead roles in Australia and at the Home Office in London. More recently he worked for Westpac in various roles including Head of People Strategy & Metrics and other HR Director roles in Australian and in New Zealand.
Ian has a BSc from ANU and an MBA from Macquarie Graduate School of Management.

Ann is CEO of Carnival Australia, the largest cruise ship operator in Australasia and a division of Carnival Corporation. Carnival is the world’s largest cruise ship operator and owner of the iconic brands P&O Cruises, Princess Cruises, Costa, Cunard, Holland America and Seabourn. She has transformed the industry and growth has more than doubled since 2007.
Prior to this, Ann was with Westpac for 12 years and was Chief Executive Officer, Westpac New Zealand, the CEO of the Bank of Melbourne and Group Executive, People & Performance. She was a driver of cultural change, community engagement and customer focus in commercial and retail banking.

Perspectives on talent management
Brigadier Gates graduated from the Royal Military College, Duntroon, in December 1986 into the Royal Regiment of Australian Artillery. His Regimental service has included a variety of gunnery postings, serving in 4th Field Regiment and 8th/12th Medium Regiment, commanding 103 Medium Battery from 1996 to 1997. During 2003 and 2004 he commanded the School of Artillery in Puckapunyal.
Extra-regimental service has included instructional appointments as a tactics instructor at the Royal Military College (1992 and 1993) and at Combat Command Wing of the Combined Arms Training Centre (1999 and 2000). He also served on the Directing Staff at the United Kingdom’s Combined Joint Services Staff College (2005 and 2006). He has held staff appointments as a Lieutenant Colonel in Army Force Development and as the Director of Operational Plans (J53) in Headquarters Joint Operations Command.
In 1998, Brigadier Gates attended the Australian Army Command and Staff College at Queenscliff and studied Law at the University of Melbourne during 1999 and 2000. He completed the Defence and Strategic Studies Course at the Australian Defence College in 2009. He has a Masters of Defence Studies and Graduate Diplomas in International Law and Strategic Studies. Brigadier Gates was awarded a Conspicuous Service Medal for service to Army Force Development in the 2004 Australia Day Honors List.

Donna has an extensive background in human resources both in the private and public sectors. Her present focus is establishing and developing strategies, systems and processes for leadership development, talent management and succession planning at Queensland Health, having recently developed strategies for the Commonwealth and Victorian public services. These strategies focus on identifying, developing and assessing high potential leaders. She has worked as a HR Director and in organisational development, strategic advisory, change management, industrial relations and HR policy roles. Her interests include leadership development theory and practice, high performance workplaces, aligning development and business requirements, succession risk management, organisational transformation and nice shoes.
